We are aware of the page limit and size 11 font with double spacing, but what are the guidelines for margins within the report? Also, what is included within the 35 page limit for the main report? i.e. does this include covers, references, contents etc?

The Judges don't count the pages, nor measure the margins, nor the font. These are rules to make the submission reasonable in size, so that the judges can give it deserved attention. Some folk put appendices outside the 35 pages, but normally these are reams of computer output which the judges dislike with a deep hatred, and refuse to look at.

So I would not worry if you are a few pages over or under. But best not to pad the submission, or to include pages of research on other projects. This is a submission for THIS project.
